At 6:45 pm on Saturday, Manoj Kathuria, 50, drove his SUV on a waterlogged road in front of Rau’s IAS Study Circle in Central Delhi’s Old Rajinder Nagar. He was on his way home, just 700 metres away. A day later, he faced the consequences of the short drive past the coaching centre.
Held on Sunday evening by police, the businessman was accused of having forced a wave of water that breached the entrance of the coaching centre, and eventually led to the flooding in the basement. Three students died due to the flooding.
In a video purportedly shot by one of the students of the coaching centre, Kathuria’s Force Gurkha can be seen passing the water-logged road. The gate of the coaching centre collapses due to the force of the water. The vehicle is then seen exiting through the other end of the road in the clip.
Advocate Rakesh Malhotra, his lawyer, told a court on Monday that there was no restriction on the road. The speed of the vehicle was just 15 km per hour while the water rose to a height of around 2.5 feet. A day after the coaching centre’s CEO Abhishek Gupta and coordinator Deshpal Singh were arrested, Delhi Police on Monday said five more people have been arrested in the case, including Kathuria, taking the total number of arrests to seven.
Police said that Kathuria has been booked under the same sections which were listed in the initial FIR — sections 105 (culpable homicide not amounting to murder), 115 (2) (voluntarily causing hurt) of the BNS, among others. According to police, his vehicle became one of the contributing factors in the coaching centre basement flooding. DCP (Central) Harsh Vardhan said the arrested people include the owners of the basement. “We are committed to ensuring strict action against all those involved in the case”. Kathuria’s SUV has also been impounded, he added.

According to police, Kathuria was dropping off his accountant, who lives nearby, and returning home when the gate got damaged.
The owners of the basement, which was given to the coaching centre, who have been arrested have been identified as Parvinder Singh, Sarabjit Singh, Harvinder Singh and Tejender Singh. All four are brothers and they, along with Kathuria, have been sent to judicial custody for 14 days. Abhishek Gupta and Deshpal Singh were sent to 14-day judicial custody on Sunday.
